I still don't understand how an item that is inherently designed for Juggernauts still scales so well on Marksmen. Marksmen have plenty of itemization for Armor Penetration that Juggernauts wouldn't normally buy into. You see plenty of Assassins abusing this, but..

Another alternative would be a Warmongs-like effect. Where the use needs X Maximum Health before they can access the Armor Reducing. This would shunt Assassins and Marksmen away from purchasing it.

Let’s just make EVERY item melee only. I mean it’s only fair.

By this logic. Juggernauts shouldn’t be allowed to raise the movement speed anymore. So no boots. No rage passive, no deadman’s, no ghost. Nothing. I mean. They are suppose to be IMMOBILE. So it’s only fair that they shouldn’t be getting stats they aren’t suppose to.

Black cleaver is a rush item for most juggernauts, if you put a HP requirement on it you're going to be nerfing the bruiser class as a whole because they can't access the item's effects until later on

The only items that should be made melee only are the ones that EZ abuses for the most part. BC is so good on MF that you'd have to buff her if you made it melee only.

Yeah I know right? Why is it that melee can build infinity edge, trinity, blood thirster and hit hard like adc? That should be adc only item right? That's so unfair that melee can hit hard but be hard to kill. Very unfair and needs to be fixed. I agree
