Why is there a delay when lcoking in a ban for a champion?

Seriously this is so bs. I tried to select a champion ban and the client won't let me. I clearly clicked on the champion but I couldn't press the ban button. There were only a couple of seconds left and it still wouldn't let me click the ban button so I had to dodge.

Anyone else experience this?

I've found it's ~3 seconds in between locking in and client registering.
