fizz? WTH?

Fizz was afk at his turret for the first 10 minutes or so of the game. He then starts playing. He has 8 farm I have about 60 or more on akali. He is higher level than me. Im level 6 he is 7. HOW RIOT!?!?!?!?!?!? How is this possible? He hits me with his R and takes over half my life, hops on me and kills me. He has been afk for almost the whole game at this point. HOW IS FIZZ THIS STRONG WITH NO FARM OR ITEMS!?!?!?!? SERIOUSLY RIOT! FIX THIS!

You get exp by being near minions dying. If you backed then you'd lose some of the exp while he'd still be in the lane afk getting exp. At level 6 and 7, you're usually relying on base damages to do a lot of damage so items don't really matter that much that early in the game. Unless you built MR as akali, he'll still be doing a lot of damage.
