IMHO she is one of the worst ADC's at the moment tied with Varus and Twitch she has such an incredibly weak early game that her late game is NEVER going to come into play unless your team is terrible.

Wrong.

Q is useless early game. W is situational, you don't use it for poke, you either close the gap towards a target, or escape. See E E the moment someone gets marked by your E, they are going to keep their distance, and it will deal very little damage at that. You rocket jump towards them to get more stacks on it just means you blew your only means of escape and are now right next to their carry and support to be destroyed by their much better early game. Any competent bot lane will brutally punish you for jumping into them. R best case use is an execute and it doesn't do that job at all.

She's more likely underpowered than overpowered. She has some of the lowest damage dealt for an ADC and doesn't score well. Compared to Jinx or Twitch, you can be safer but if you don't use that extra safety to dish-out much more damage than you otherwise would, she gets outscaled pretty hard.
