Just played with an Ahri mid, 1200ms ping. All they did was stand under tower. Yet they wouldnt buy any items that couldve been useful such as zz or banner.
1st question: SHould a player still build normal build if they have full ping. 2nd question: How to convince them to buy other items instead if they should?
most the people i know who have ping don't suffer from "bad ping" but from "inconsistant ping" where one moment it's a perfect 50 than it randomly spikes to something absurd like 500. So for those people, you still buy normal, in hopes it will fix itself.
Honestly, if it's a constant ping, I might just suggest they build a Rot/Banner, if we're implying it's Ahri. On champs such as Annie or Swain, it might be a little silly, since they can still preform the simplest things with a tad bit of hindrance
