Every adc I've played with has been able to win lane or go even so the problem might just be you

Yeah this has been going on for centuries in this game and no one batted an eye until now. "ADC's" have always been useless and always get blown up and do no damage unless you are Lucian or Draven or someone with 6 items. The term "ADC 2k14, 2k15, 2k16..." havent been a thing for no reason at all. Personally I love bot lane as a jungler. It's just so fucking useless that everyone puts a lot of emphasis on it but you know what, that 8-0 "ADC" is complete dog shit. I can dive them, tank 10 turrets shots, start the backing animation, get autoed endlessly, kill them, and make it out alive. This is nothing new. "ADC's" have and always will be the biggest mistake of this game. Completely useless.

I agree ADCs are useless. The only viable options are Jinx or MF. Even Draven and Lucian are weak now. Riot basically removed the bot lane. People in high tiers are playing heimerdinger adc. People complain about the nerfs and Riot nerfs them even more. Riot will never listen to their community. They're like that fake friend you had in high school.
They're not viable because they've allowed burst mages/fighters to take on the ADC role and call it bot lane diversity. ADC's are naturally scaling champions that don't have much of an effect until MOSTLY late game. Doesn't help that lethality users are still reigning alongside of burst mages rendering any ADC caught in the middle of that crossfire, useless and unintentional feeding. I agreed that ADC's at the time were OP and needed to be nerfed but not gutted and made completely useless. Botlane was the only role my group of marksmen were viable and now they aren't even good there. Makes me question playing this game if I'm forced to play champions and classes I don't just to climb and succeed.
