So I was looking at the list of champions, and I can only think of Kha'zix as a champion who might be struggling (but seems to slowly be doing fine). Exactly which champions is this item supposed to support, exactly? Which of the AD assassin champions are struggling, and would stop struggling to win given this item?
Xicashina3 votesIts not being used as a buff to AD assassins. Its being used as a method of giving RIOT better control over balancing AD assassins. Before this item was introduced they had to balance all of the changes to AD assassins purely around there kits as they were building the same items as ADCs and some bruisers and as such changes couldn't be made to anything but the champions.
This led in turn to most of the AD assassins being constantly either dominant or weak and rarely imbetween. In addition it led to them having a very forward play style of if they lose the early game the game is over. Instead they are trying to use this item in order to have more control over AD assassins viability and to increase the potential an AD assassin has of getting back into the game after being behind.

Riot could never nerf AD assassin's items because they were the same items that AD bruisers and ADCs were using. Now that there are more items that are exclusive to AD assassins, Riot can balance them around those items.
