Quick Cast with Indicator + Self Cast no longer functions the same

Before, if you had, say; Kayle R, Lissandra R, Lee Sin W, to pick three examples from champions I play, on this mode, if you pressed the casting button and then released it while not hovering over a valid target, it would automatically self cast.

Now it doesn't.

It does not self cast any more, and that means you either have to have a different hotkey or modifier to accomplish this.

...Why was this functionality broken? Can we have it back? In my opinion, having it is quite critical for using the former two abilities to their potentials.

I specify "with Indicators" because I don't know if the no-indicators version is functional in this way still [and if it is why are these two different at all in this respect?].
