For all that she's FOTM, she's not overpowered.
Frankly, this isn't anywhere near Korean Lucian bad.
The armor pen got removed from her passive, dude. I'm a Cait main, and I finally feel like she's not underpowered. Currently, according to Champion.gg, her win rate puts her at 8/18 in the ADC bunch. That's just over the halfway mark. No way is she even remotely OP.
Her traps have no counter play? :o They take a half second or more to activate. If they're already there, walk around them.
Sure, if you Zhonya's or TP in, you're gonna eat a trap. That's the most interesting thing I can think of in terms of really powerful things she can do. Even her ult is blockable... come on man.
Her traps have plenty of counterplay. It's called don't walk on the trap.
She doesn't have way too much dmg.
I've played plenty of games without a Cait.
Her traps are the biggest thing for me, remember watching an LCS match and they're seiging a turret, enemy team comes to defend and cait places 4 fuckin' traps to block the whole path so they easily take the turret and the enemies just wasted their time.
Can't kill them, minions go through them, almost instant arming, have shit loads at once, roots you and allows for a huge damage headshot at massive range. Way too much to be on an ADC, maybe it'd be fine on another champ like

his shield takes less mana then her main harrass skill shot. also great for clearing a nasty trap then using shield to block the full on damage. dont be afraid block everything she throws at you and your adc, she will rage and oom in no time.
other champs that work against her are 
he heal away her poke from a distance
who can poke her back
if your good but this is risky
it works? i was surprised about this too play a little passive so your passive kicks in a couple of times and see her go OOM.
She is very good early and late game (after 3 items). Mid games is really hard with her (a bit like tristana)

Just don't let her free harass early. If you're even or slighty behind in CS don't worry. Enter mid game with confidence.
All of the above is still depending most likely on support, so take that with grain a salt.

caitlyn is mostly fine. im ok with her traps being the cancer that they are. every adc needs a good reason to pick them besides "long range".
what i wish they would change is that her E doesnt apply the headshot anymore. it makes going after her super punishing. if she escapes your attempt to get at her that should be enough. you should be crit for half your life because you wanted to get at her.

Caitlynn is balanced, but that's not her problem. She's a nightmare to lane against, and she makes the first 15-20 minutes of the game absolutely frustrating as fuck. After that, her late game is pretty fucking bad, minus her trap walls. She needs a late game buff and an early game nerf.
They could start by bringing both Ashe and Caitlyn attack range back to 550, like every single marksman champion in the game. There is absolutely no reason for her to be an obnoxious special snowflake with 650 range.
