CC by itself is not enough. (at least not any amount of CC that any real champion could ever have).
There has to be a damage threat.
Because here's the thing, if Thresh did no damage beyond auto damage, he'd be a non-factor in lane. His CC isn't permanent, and there's no guarantee that his ADC will be one that out-dps's his opposing ADC. Thresh would just hook, jump in, do nothing, have no remaining fear factor, and get the crap smacked out of him. Hell, he has enough problem with that already, and he currently does do damage.
Allistar is a better example of a no damage CC bot (or Janna), but they still need to do some damage to be relevant.
