Ashe Stun Arrow Bugged?

Last few games, fired arrow on enemy and it did not stop their movement at all. One game was against Sejuani, happened twice in same game. Also shot Morgana and same thing, no stun happened when it hit her. Does work other times so not completely bugged.

Anyone else notice this?

Sejuani had Banshee's Veil, an item that gives you a spell shield every 40 seconds, and Morgana has a spell shield built into her kit. When you hit a champion while their spell shield is up, the entire ability will be blocked, no damage or CC applied.
