It's simple. Don't feed him. If he isn't ahead he is automatically behind because Draven doesn't have a real passive like other ADC's. Unless the Draven you're playing against is really good at manipulating his axes, he falls off hard late game as catching axes in team fights becomes more difficult. Catching axes is easier to do when your ahead of the game and full build by min 30 as your chunking the enemy down in 3 hits. If you don't feed Draven, Draven is forced to throw more axes which mean he's more likely to miss axes. So, when laning early game against a Draven, just don't fight him unless you're receiving a gank. Even if your 35 farm behind, your technically ahead, and you will eventually catch up in CS. Draven NEEDS kills, without them he simply is played like a normal ADC and his dmg ends up feeling like every other adc but with a weakness that outshines his strength. Most Dravens aren't Vincent, and so if you don't feed him they usually fall behind.

I dont think you're going to beat him in lane barring your support making plays for you or him just sucking. He is oppressive and counters trist pretty hard.

Well, against a draven you pretty much wanna Play ADC's that can A compete with his Burst and B can zone him. Or someone who can poke him from a safe distance.

The two main ADC's for this list would be Ezreal and Caitlyn. Caitlyn traps are nightmares to Draven, she can just place them where his axes are, and picking them up will be impossible without Walking into one, giving you a free Headshot AA from a range he can't do jack against. Your Objective is to prevent draven from catching his axe, his passive stackings and his Q empower are what make him so strong. Deny him those two and he will be pretty much Useless.

Ezreal is a similar story. You can't zone draven, but you can poke from very safe distance and, incase you somehow magically do fuck up, get a free flash on a basic ability as an escape. Plus draven Earlygame can't fight Extended battles or kyte due to his W manacosts being insane if he spams it. So a good gank from very mobile champions, suggestively Lee sin, hecarim and co will do well.

As for Supports, i have seen nami fare best vs draven due to her Q bubbles outgrowing his Q pickup hitbox by more than double, meaning draven will either catch the axe and suffer horrendous harrass or drop it and lose a lot of damage.

Long story short, Play Safe, Outpoke him, outburst him IF YOU CAN, and most importantly, zone him the fuck away from his axes. Draven is the most predictable adc due to his axes having fix distances for being picked up aswell as being revealed to everyone AND having an 1.5 second animation time between jumping from whatever he hit to landing on the ground or being caught. Means if draven waits out the axes, you have realistically seen half of that time, means a 0.75 second window where he will stand still or just minimally leave the spot he is at, giving you a good opportunity to cc him.

My ideal suggestion in this case is, as named, either an Ezreal-thresh or an Caitlyn-nami botlane duo

The good thing about Draven is that you know where he's going to be (catching axes). Use that to your advantage. Your support should too.

Draven's biggest weakness is easily his predictability. You are going to want to aim your skill shots where his axes are going to land.

Trist, on this note, is not very good at this. Varus, Cait, Jhin and Jinx to name a few can all punish Draven for trying to catch his axes. Skill shots that pass through or ignore minions will be the most consistent in this regard.
