Especially at rank 1 and 2 its damage is really bad, it is merely an autoattack for 60 mana at level 1. It would help out his atricious early game if it was lowered to 50-70 or 40-80 without making him extremely strong.

His early game might feel a little weak.. In some match ups it is. But his ability to roam and snowball is almost unmatched. His ult is on an extremely low CD for what it does. The extra move speed from it + E makes it really easy to close a gap, not to mention the probability of Talon getting a Ghostblade.
TL;DR Buffing Talon's W (mana cost) would just subject him to get nerfed in other areas that he excels in.
