Their hasn't been an established meta for almost a year now. Their are comps, that usually favor one type of offensive, and one type of defensive tactic. Poke comp, Hard engadge, Reactionary(defintely my favorite), Juggermaw(Is just a term for one champion being the solo prioritize for damage, while the other champions keep them alive to do the damage). So if you mean people are crying about that, your mistaken. Solo Que in Na is notorious for having poor team synergy. Everyone wants to be the "Carry", and very few actually play to win.

Tanks go to top lane to get level advantage and free farm/item advantage. Defensive stats are also more gold efficient than damage items (specifically AD) so couple that with the fact that ADCs share a large amount of xp with their supports and you have very strong frontlines that demand smarter play. Low elo players often rush to front line and get lockdown/killed then complain about tanks in spite of their poor positioning. Such is the way of league.
