Nunu
Zyra
Galio
Among many others.
How about Riot slows down the creation of new skins, and focuses more money towards updating these champions' archaic spells and play-style.

While I agree that these champions need some love, you're talking about two different teams here. The team that makes the skins, and champion design aren't the same, so slowing down skin creation won't speed up champion creation.
This is always going to be a problem in a game with 120+ champions. Even with their ancient kits, though, every champion listed is still viable situationally.
Separate teams, as the other guys have said. I think Taric's going to get his update pretty soon.
Yeah... we all wish they would expand the ChampUp team, but if they don't have people to do it, then they just don't...

people say that his kit is outdated and makes no sense, but that's mostly because they try to play him for engage instead of counterengage
when you don't try and run in and start every fight yourself, you don't have to burn flash in order to land a good ult- you just have to let them come to you

Those 3 do need some attention, though I wouldn't say serious attention. Thunderlords did make Zyra a little better (plants can proc it), but she only really needs just a little bit more honestly. Nunu...I can't really say, AP Nunu is still strong, and he probably is good as a tank jungler (maybe he does need a little more as the tank side, since Cinderhulk has been nerfed down).
Galio is actually pretty good, and doesn't need to much...Honeslty...I think he is great, but you just have to be careful of when you play him. A friend of mine thinks that he should be immune to CC by the people who are caught in his ultimate, which could be an interesting idea though probably a bit to strong. Since champions like Braum literally makes Galio's ultimate useless since you can't even get a second off on your ultimate.
What I'd suggest for Galio might be just
- Increase the movement speed from his E (Or maybe slow enemies who are running into it...Just make his E actually useful)
- And maybe decrease the CD of Galio's Ultimate
Though Galio's problem probably isn't his kit itself, but just the meta. We're about to get into or we are in the Assassin Meta (and Control Mages), and it's almost normal to run into a Full AD teams which is something Galio doesn't do well in since his passive is useless which I think is the only reason why he feels extremely weak.
