Is it viable to have a mid lane tank and a top lane mage/assassin to counter Katarina in mid lane?
Are there any tanks who can sustain through Katarina's free pokes? What kind of mage/assassin would do well in top lane? (Heimerdinger comes to mind)
Also, would this strategy work in general against snowbally enemies?

, her laning is shit and she loses lane in most matchups, she functions by roaming to bottom and getting an easy double so she can get the ball rolling ("The Katarina Technique"). The best way to counter Katarina in lane is to call your MIA's and ward the bottom lane river/tribush, and consider following her if you are playing a champ that has CC. Katarina has hard scalings but shit bases, unlike other midlaners she doesn't hit any powerspikes simply by sitting in lane and leveling up. She NEEDS expensive items to do what she does best, so if you can deny her successful roams then she stays shutdown.
But if you really, really must play a champ that completely shits on Katarina in lane, try
