Why cant be buy tier 3 runes....
till level 20? I mean, tier 1&2 runes are pretty much useless. Why do they even exist. It seems like a cruel way to get new comers to waste Ip

You can buy T3 runes at level 20.
riot said they plan on doing something with the rune system, a promise most likely fulfilled in 20 years give or take.
It's basically a beginner trap to waste ip. Kinda sad but I'm glad they are planning to rework it. Just hope they do something quick!
T1 and T2 runes are a waste of IP and most new players probably don't know that they're wasting IP. Players should be able to buy T3 at level 1. I think T1 and T2 might just exist so that newer players are able to experience the rune system without having to play a lot of games.
