He's not much of a threat when his ult isn't up, whereas carries have much higher threat uptime.
He's just a big tank with a single-target nuke ult. Ult cooldown might need some tuning though.

I remember when they removed Atma's Impaler because apparently getting AD scaling from your health was unhealthy. But you know, one-shotting people with %health true damage scaling on your own exorbitant health is fine.
To be fair, titanic hydra did more or less replace atma's, so at least they're consistent in some respects.

Tanks are disgusting right now (that's a statement not a complaint - every jungler I play is a tank). Let's not pretend this is a Cho issue. Literally every viable tank jungler is doing this. Lol.
