Does anyone knows if Phase Rush is good on Jhin?

I think fleet footwork would be better on him, as PR requires 3 separate attacks on the target to activate, and most of the time for Jhin, you don’t want to be in close range for those 3 hits. The MS from Footwork should give you better kiting ability (as well as being better in lane with the sustain)

You already get MS from fourth shot so it’s meh on top of boots of swiftness as well.
