Defense items need buffs
Lets look at some numbers everyone keeps poping out. True damage rune gives 20% of your damage as true damage. So any early defense items on mages are useless. Build hp? lack armor still kills you, build armor? there high damage pen items that are cheaper then you defense items Everyone says its a good rune for fighting tanks. Sure and made tanks unplayable. But what about squishy targets? Targets that lack armor or defense items in general. they are dieing faster due to it then before.
Look at item changes,defense items cost more, while pen items cost less for ad champs. so at the moment if both only rush one item, its more effective for a a/assasin to get duskblade for burst/pen/ vision killing. While the tanks 1 armor item is ignored the pen item that in 90 of the situations.
Now to mid lane. Ur a mage vs zed/talon your armor you want? costs as much as there pen/damage. So you wont win trades or stop your death. Defense items are not doing there jobs currently.
Meanwhile mages lack true damage sources.
While adcs have 2, a rune and an item that stack. Every try to play defensive when enemy adc has conq and ie? not fun. or enemy yas who buids crit glove then goes ie, due to it and his passive and conq his crit chance is already way to high( plus flohield negating your attacks back/ win walling negating your fightiback) Mean while mages tanks have no items to really deal with the true damage/burst fairly
What does a mage build for all of this true damage? more health?? ok torment only gives 300 and no defense stats, Ryilis gives 300( plus slow but how many champs have dashes now? ) Rod of ages gives 300 health goes to 500 but takes ten min to get there but no other stats. Zhonya gives 45 armor (only ap/armor item btw) so useless stat wize in current meta.
Banshees veil gives 60 mr but the first magic pen item is 1500 gold, first armor pen item is 1100 (serrated dirk) Last whisper(1300 gold)
Tldr Pen items are to effective with current true damage sources available to ad/adcs plus the high amount of pen availble.
The game needs earlier magic pen for mages like lethality so that we can still do damage and get ap like ad's get with dirk. (early hex stops mages tbh and still lets them burst mages/ magic tanks/bruisers)
And tanks needs anti lethality

just made that as example gives tanks a way to go into a fight and not die to high lethality, and due to beign an active still lets assasins 'catch them" Living Steel Mask 1300 gold 100 hp 10 armor 10 mr active wars call
a tank/bruiser or mage even ad should have better defense items to help them mitagte or survive till they can hit there spikes. Atm assasins hit theres long before mages, and can out farm/push preventing item purchases in many cases. same for certain adcs just being hyper bullies after just storm razor +conq/ press attack
Tldr the second Better defense items are needed rito and pen needs to be equal for both magic AND ad not lopsided to benifit one side more then the other
needs to give health again. Even if its only 200 hp.
should also give HP. To counter act this you take some HP away from items like
to compensate allowing builds to feel better.
