Gangplank Base HP reduced to 580 from 631 HP per level growth increased to 82 from 79 Parrrley (Q) mana cost reduced to 40 from 50. Parrrley (Q) no longer refunds 50% of mana cost (25 mana) on kill.
What was the point of giving him all this attention and then immediately putting him at shit tier status.
GP is the ONLY champion so far at Worlds with a 100% pick/ban rate. He needs gutted at this point.

They want to keep is barrels where they are, so in order to balance him the rest of his kit has to be toned down. Even though I don't play GP I'm not a fan of the move.

GP is nowhere near being in danger of being weak from these minor nergs. Save your QQ for something that matters
i agree, in patch 6.4 the nerf don't stop, first you made his cult cooldown even longer, which it doesn't have a great effect when its ready anyways... so why nerf its cooldown, and now you limit his barrels to 3 instead of 5? do you have any idea how hard it is to land a successful combo? and speaking of which only does good damage if you build full damage, and hence you can be killed very easily, riot you need to atleast give him back the Q mana refund on kill if anything and let him be, he's been bashed enough by nerf already!!!
