The new Aatrox ult is so underwhelming, people can just walk away from you or CC you from a distance and you become useless, so a way to let aatrox to be more impactful in the game is to give him a targeted gailo ultimate and let him still keep the ult he has now but allow him to have bonus out of combat movement speed for the whole duration, his old Q was a gap closer and a knock up and most importantly... it was unstopabale.
