Swain's Passive

Swain's passive is pretty polarizing and on an extremely low CD. Any chance there are some adjustments being made for it? Maybe Decrease its uptime or decrease the range. Kinda silly when someone not even near swain can CC a target and swain just chimes in with an absurdly good CC that he didn't have to do anything to deploy.
