I have never clicked past past a wall and thought, "hey, I'd love to move just far enough away from this to not to be able to flash over it." So hey, Riot. I don't know how your pathing works, but can it let me hug walls when I click past them? I'd like the option to actually flash over them without pinpoint accuracy in all situations.
pathing will put you on the most "direct path" to the chosen location. that's it. If you click past the wall then the game thinks you want to be on the other side so tries to walk you around to that side. Changing it to make you run into the wall would be really bad in most situations.
if you want to be close to the wall as you walk in the jungle then i think you should simply not rely on pathing to get you where you need to be. Use short clicks not too far away from yourself. this lets you hug the wall all you like, and boosts your reaction time to skill shots as you have the cursor closer to you for quick direction changes.
