Players Leaving Games with AFK Players to Receive Free IP/RP

I just thought of a new idea to balance games with a player that's AFK. What if, every time a person leaves the game on one team, a notification is given to the opposing team's players after a few minutes, to have them leave the game for free IP or RP? Something like this:

"The opposing team's <player name> has left the game. You may type /leave in chat to leave the game, so each team has the same amount of players, and receive a reward of (insert amount here) RP."

If they want, the team with the AFK player can vote to opt out of this decision, if they think a 4v5 is fair. Also, the AFK person will still be subject to a penalty. To add to this and avoid someone going back into the game, you could have it so that after the person leaves the game for the free IP/RP, the original AFK person can't rejoin the game. This would make tons of games that would be destined for one team to lose because of an AFK player balanced, while it would also incentivize people into leaving to balance the game. If nothing else, they should make this happen for Co-op vs. AI games, where if someone disconnects, an AI automatically leaves the game to make it more balanced.
