dw, his passive is only getting changed to a 50% ap scaling from 40% and his ult to a 1.25 from 1.0. Buffs are in the Future! Seriously though, that is the pbe right now.

ETA fix on what? His flat damage? His scaling damage? His movement speed? His starting Attack Damage? His interruptable, immobile, channeled, easily dodged ult? His knockup? You need to be a bit more specific than "ETA on fix?".

He can 1-shot tanks by pressing R

Only if you're getting slammed by his entire combo beforehand.

Then of course he's melting your tanks with that ability, that's the point. It converts the damage to true damage.

That's his purpose. People were complaining about tanks, so they made Vel'Koz a tank melter. And it's not like he can immediately destroy tanks, he has to hit all three of his delayed skillshots first.
