Idea on how to reduce smurf interaction with low levels

What if you added another queue called "Exp" queue or "level" queue that gave increased exp gains. That way the actual low levels can play with other low levels without getting destroyed by a diamond smurf who trash talks them. After watching how some smurfs act in low level games I have no idea how newbies can even stomach getting to level 30.
