Thunderlord's Decree wasn't going off of Sivir's w bounces.

I was playing Sivir with it because, hey, easy bully in lane, but then it wasn't working at all. I'd watch a bounce hit the enemy Vayne, then land both hits with q, but it wouldn't proc. Ever. Why doesn't it? Anyone know beyond the chance that it's just an unfixed problem?

I would assume that because whatever creep you attacked to get the ricochet off was the initial target of your W, any subsequent hit that may or may not hit the enemy laner does not count in the 1-2-3 TLD, since you were attacking the creep, not him.

But it procs off of Malzahar's stuff if it jumps to a champ...
