[Question]: Stormrazors & Kai'Sa

So if there's one thing I've noticed while playing Support, it's that every time I play with/against a Kai'Sa, she will usually rush Stormrazors as either a first or second item.

What I would like to know, is how come Kai'Sa players build this item first? I was under the impression that Stormrazors was no longer a viable first buy anymore since the Guarenteed-Crit was removed. Yet I see that Kai'Sa still buys it first & it even says on sites like OP.GG & Mobalytics that a Stormrazors is a common first buy on her.

I'm honestly rather curious & it frustrates me to no end as it's something I do not understand.
