Ezreal's Q cdr

With the rework of Taric's passive making it so that cool down reduction scales it downward and same with Miss Fortune's strut cd being lowered each time she double taps.

Why can't Ezreal get something similar with his Q. It is annoying that he can just spam Q's with 40% CDR (Which is really easy to get) and get his Blink back up in 2 Q's. Why can he do that while Taric who synergies with CDR makes it scale down.
