Garen vs. Heimerdinger

I've been maining Garen for the last little bit to try my hand at top lane after being a jungle main for the past couple of seasons, and I'm looking for some tips for the Heimerdinger match-up. I've played the match-up a couple of times, and have had some nice success, but feel that with a bit better understanding of Heimerdinger's abilities, etc., that I would better be able to handle him.

So far, I have been pondering Banner of Command as a first or second item against him. It seems like it would provides you with the tanky stats to deal with Heimerdinger's poke, a potential cock-blocking active when he tries to use his rockets, and a minion which he has no good way to deal with. On the flip-side, the AP is utterly wasted, and it will weaken you out of lane.

I'm also really looking at how to deal with Heimerdinger's turrets pre-first item. If you're careful, there are usually opportunities to take out a few without taking any serious poke, but I'd like some help to do so more consistently, because a Heimerdinger who ends up getting three turrets out can be a real boar in lane, effectively cutting me off from the more aggressive play-style that Garen usually prefers against squishes like him.
