Top lane graves

So i just want opinions on whether he's considered a top laner as well and not just a jungler. I've hardly seen him at top, he's already a bully champ and I've been playing him top lately, is this just outright unfair? I'm a pretty legit player and just dont wanna keep on if it's unfair and or would catch Riot's attention. I mean flat lethality rune page and stormraider can make for a ridiculously fast kill on the first minion wave.. Lmk watcha think.

The reason why graves isn't played in a lane is because his auto attacks don't go through minions so it would be harder for graves to trade back with auto attacks without going behind/away from the minion wave plus his reload mechanic makes trading even harder
