Runeglaive is actually really underwhelming

I honestly thought Runeglaive was going to define the meta by itself but it's actually really weak on all but a few junglers. (IE Elise, Diana, Eve that's about it) I feel like the item could stand to have a buff or a different effect entirely especially considering the oncoming release of sated devourer which is better than all the other jungle items as a whole
