First it was cinder hulk Shyvana.
Then it was cinder hulk Fizz.
Now it's runeglaive Gangplank and Ezreal.
Smite is a jungling summoner spell. Not meant to be taken to lane. Riot hasn't really done much about runeglaive to affect it in lane. Sometimes I wonder if they just stand by and do nothing to wait it out, or if they're making a tactical decision (summoner). 
Actually I don't think Riot is against smite in lane, only when it's ridiculous (like cinderhulk used to be stupid op)
It will be fine, if it werent for the fact that smite lanes are ridiculously OP compared to none smite lanes. So it becomes "Can your champ use a jungle item in lane?" If yes play if no play something that can.
No, Smite is a Summoner Spell. It just used to be that the only advantageous place to use it was in the jungle. But then they introduced the smite on champ effect in the preseason, and it started to have some uses in lane too
