It's far far FAR from the worst item in the game.
Actually I have no clue but I feel like Yasuo is involved somehow.

Probably because Runaan's got nerfed awhile back and people were building Shiv instead for the waveclear.
Just Riot doing Riot things and making sure certain items remain popular (just like certain champions when they blip off the LCS radar for a hot second).
