Bots should be banned, so why does Riot refuse to?

In the past four or five months, I've noticed a lot more "botters" (accounts that play through other sites so that they can rack up xp/ip without being anywhere near their computers). Now, I wouldn't make a fuss about it, but they're absolutely horrible at what they do a lot of the time. They feed, dive, hoard health packs, and completely fail to communicate or work with their teammates. They are cheating, yet for some reason, Riot isn't doing anything to fix the problem. I need help. Whenever you discover a botter, please report them as AFK and write a message why, labeling them as a bot. Urge other real players to do the same. These cheaters are ruining League of Legends, and I just want to be able to play on Crystal Scar with another human for once. Riot. These are bot accounts. Remove them from the game. I'm so tired of this being a problem. Tell people you're banning bot accounts, and then start doing it. They're cheating and making this game a waste of time. Please help.

What evidence do you have that Riot refuses to ban bots? Have you kept track of a single bot that you have reported yourself and seen it remain unbanned?

The recent changes to Refer a Friend have removed a major incentive for botting, but of course there will still be people willing to have bots as long as others are willing to pay for them. Of course this is a problem, for both us players and Riot, but think for a bit before claiming that nothing is being done.

Well I've never heard of any sort of statement saying that they will ban bots or that they do. I don't know about incentive for botting, but if they removed some recently, that's fine. Unfortunately, it isn't enough to hold back the flood of bot players these days. If Riot would state to its player base that botters will be banned and go about actively doing so, it would have a much bigger impact.
