so I decided to save up my chest's I got from games and then opened a few. I now have infernal nasus, spirit guard udyr, and warrior princess sivir. I was wondering if I re-rolled them would I have a better chance at getting 1350-1850 skins? or is it completely rng no matter what?

Just save them for essense, disenchant as needed. Rerolls will mostly get you shit.
In the long run, getting a few skins you actually want is better. Maybe reroll with very low-price skins only.
Rerolling spirit guard udyr would also be some sort of heresy, or at least a giant middle finger to the favor of RNG.
You should only reroll the lowest quality shards. It doesn't care what you use.
For skins you can argue never to reroll as you have no control on what you end up getting. By saving up and disenchanting you at least have a say when you finally get something desirable.
