Hextech Crafting help

I have a question about hextech crafting, so in this article : http://na.leagueoflegends.com/en/news/game-updates/features/hextech-crafting-now-live-na it says that players who got chat restricts or bans will not be able to earn rewards, but then it says once they reform they will be able to, I have gotten chat restricts a month ago and played all of them, now I haven't gotten a ban or chat restricts, wondering what they mean by reform because I still can't get rewards :/ Please help! Thanks!
