Exactly the title, from someone who's user is literally starting with helios, you can tell I have a soft spot for brand. But it sucks because he isn't incredibly viable and or has other champs that do his job, only better. So how would you guys buff brand if given the opportunity to do so?

Honestly, I wouldn't do anything to him. The changes in 5.13 are all indirect buffs to him; reducing the effectiveness of straight AP burst and Rabadon's+AP stacking, buffing the on-spell items that he loves using...
His kit lacks safety and defense, making him a vulnerable pick in mid. He's not a bad champion, he just doesn't have tools to easily negate the normal weaknesses of a mage. That's not something that can change without shaving damage/AoE, which is a sacrifice that doesn't really bother me. I just need to be very self-aware when playing Brand.

Brand is a very well balanced hard-risk hard-reward champion that always feels perfectly fair to play as and against.
That is why he is unpopular. No mobility + No brokeness. Just a legitimately balanced champion with strengths and weaknesses.
Not to mention he got indirect buffs with the item changes.

First game after buying the champion, http://matchhistory.na.leagueoflegends.com/en/#match-details/NA1/1857536842/206348649?tab=stats I did terribly And despite having the LEAST GOLD IN THE ENTIRE GAME, including supports, the only champion who out damaged me was the 25/8/14 Aatrox, and only by 9k damage.
His passive, combined with Liandrys, Rylais, and an assload of magic penetration, causes Brand to slow roast anyone.
