If you played him before, R was one kill and the rest of the kit could peel and kill another. Now you have to use both to kill one guy. His over all damage is higher but you cant spread it out anymore. Hes not in a better place he can just be played support again. Sorry the numbers confused you that don't know how Veigar works. The ap gains are about the same, being gated by his cooldowns. Its still more efficient to farm minions than to try and land skill shots on an enemy.

Unless you're playing ARAM. You're gonna love landing your skillshots on 5 enemies jammed together trying to kill one guy on your team.

i used to play old veigar, havent played new veigar,
what if you stunn 5 people and then w all 5 of them (as they are clustered), do you get 10 stacks?

The new passive largely serves to give Veigar a motivation to do something other than be a farm-bot. Hitting a Q against your enemy laner through a near-dead minion is now just as good (for your stacks) as killing two minions simultaneously. It makes Veigar feel better about spending some mana to hit his opponent, rather than just stacking and stacking until he can kill them with one burst.
