What he would do is Devour me, walk up to the enemy Draven and support, and drop me off while leaving. I died a few times while Tahm tried to look "innocent" and "it's not my fault you died".
He does this a couple times before I can't stand it so I went to top. Unfortunately it was too late when Draven snowballed and won the game.

TK definitely has a lot of troll potential. Just report them and they will eventually get banned.
Report at end of game, and potentially submit a support ticket.
Also, as a preemptive comment for "why would riot release a champion that can troll allies?"--> People can troll allies with Anivia, Trundle, Bard, and a bit of Kalista or Jarman. There is nothing new about it.
