looks like a ton of fun to play. It reminds me of AP tristana where you, as a fairly squishy champ (pun intended), jump into the enemy and hope they explode before you.
Soraka rework was a pretty silly moment in LoL history.

atrociously buffs her healing potential and then gives her a targeted AOE silence instead

AD Kassadin
I started this season like 20-3 with an AD bruiser Kassadin bulid, go Tear into Gauntlet/Banshee's Veil into Frozen Heart/Banshee's Veil (depending on if you need the mr but didn't need it when you got Gauntlet) then the rest of the items are just situational after Gauntlet/Tear/Frozen Heart. Upgrade to Murumana as late as possible and boots are generally tabi. Max E > W > Q against AD and Q > W > E against AP
I recommend shaco. It's like playing surprise party fiddlesticks, except you get to surprise people on a much lower cooldown. You can go ap illuminate shaco for the extra lols
AP
- massive heals, as in, you can't be pushed out of lane. surprisingly decent damage with 
etc.
full AP 
- massive burst and aoe damage. definitely gonna want to grab 
and other pseudo-defensive items or 1 full defensive item bc he is mad squishy.
AP 
- unexpected huge burst and R makes him tanky even if built full AP. To combo, use W and while in motion, mash/hold Q and you will land the mini-malphite ult. nice AP scaling.
AD 
- given the right circumstances (blue buff, max cdr, 4+ items) he is one of if the not the fastest champion at killing turrets and pushing. you spam spells and with 4+ voidlings you can clear 3 turrets and inhib + in less than a minute probably. you can also drop a spell on jungle camps and immediately walk to the next. by the time you reach the next, the previous is dead even though you are nowhere near it. Murks champs if they don't realize they need to kill your pets. best part is you can just spam your spells and run around without ever having to really target anyone. kinda like a D2 summon necro if you ever played that.
AP 
- clear bushes of wards and then camp them with boxes and your E for lulz.
AP 
- pretty hokey, but has huge shields and pretty crazy phoenix damage. probably gonna want some defensive items since he is melee. Also, movement speed udyr 
is hilarious but pretty bad.
AP - unexpected burst, but kinda crap in team fights since all your damage is melee ranged. can still 1-shot squishies.

Ziggs is a ton o' fun. What's more fun than making good your escape by getting a boost from explosives? But yordles, mostly, are a blast.

vayne, one of the greatest scaling champions, someone I just played with thought vayne was indestructible and as a relic shield gangplank support, I can only heal every 30 seconds to a minute at least
they charge in like nobody's business and the opposing lane is 9/3 before the match ends at 20 minutes by 4/5 surrender vote
if you want silly champs, you should try crowd control specialized champs

Singed is fun because of how stupid his playstyle is (go past the enemy tower and farm the minions there? Good idea!), and how mad people get playing him. Make no mistake, if you annoy your laning opponent enough they will eventually try to chase you. And then you have already won.

Also, purely for fun, you could do AP 
in bot matches/custom games. His passive scales 50% AP, plus you can use ult to add in lich bane to that. Don't forget the W heal either! (DO NOT EVER DO THIS IN A NORMAL GAME. EVER)
i think for myself, all autoatatcking snowball champions like master yi, fiora, tryndamere, shyvana, nocturne are alot of fun.
also, to own big noobs in normals, oneshot-teemo is always cool.
at level 16 or 
with health regen runes, flask, 5 biscuits and medallion.
AP jax. If you can proc lich-bane, w and ulti passive at the same time after getting items you pretty much do 3k damage in one hit.
