How are you going to prevent this item from destroying teemo, and less importantly, champions like swain. Teemo relies a lot on the extra damage on his autos and the burn on his ult. He's been in a balanced state for a long time but do you have ideas lined up it appears he is hit too hard?
AFAIK, Teemo's Toxic Shot is considered an on-hit effect rather than an on-spell effect.
As such, it probably won't be affected by Adaptive Helm.

Probably by allowing those champions to be buffed since their special damage now has a counter.
