Why won't riot fix Zed?
I honestly see more people frustrated, angry, and upset with Zeds clear lack of balance than any other champion in this game. Consistently for a long time. Why isn't riot addressing him? Rework him? Balance him?

Because most of the complaining is just circlejerking with no regard to how strong he actually is or even trying to present a real argument. People complain about zed no matter how strong he is and most of the complaints are just poor or listing his strengths and that's it. You see just as many complaints about zed when he is anywhere from 42% winrate to 53% winrate. At this point complaining about zed is just that thing you do to get upvotes. Seldom is any thought put into it.
Zed is the only balanced assassin. His kit leaves lots of room for counter play -- especially with itemization over other assassin. Sure a zed player that knows his mechanics and can play him well can run all over people, but there also lots the opposing team can do to deal with him.
Maybe because Riot is smart and knows that Zed is fine how he is, and is insulating themselves from people's complaints?
Now if only they did the same thing with Quinn....
Zed is too popular, but he's not broken.
At best he's an A tier champion. The thing with A tier champions is that they're good enough to be picked regularly, but bad enough to not be on the perma-ban list. So you see them all the friggin time.
If he was truly an S tier, you wouldn't be being oppressed by him.
The only nerf zed needs is his passive no longer works on winions. That's it.
He's a really strong laner and really strong laners with high kill pressure always get tons of QQ whenever they get popular.
I'd rather fight against a zed than fiora any day. I can build armor yeah, but I can't do much to itemize against them true damages.
The reason why Zed hasn't been significantly hit in the areas where his power is most inappropriate is that doing so would influence his ability to perform his job in teamfights.
The big frustrations that Zed has is his incredible safety and his ability to endlessly farm resource free. Screwing with energy values will significantly alter his performance in teamfights - screwing with the CD or range of his shadow dash will do the same. In a teamfight Zed is remarkably well balanced, he has fringe cases in terms of being a relatively oppressive laner with no downsides, but there's not an easy means to fix that without breaking his state in teamfights.
