Why hasn't Zilean been nerfed yet?

There are nerfs for his passive on PBE now - local instead of global

I don't really have a problem with his kit, my only issue is the Q, the cooldown for one is really low, his cooldown ability makes it instant cast a 2nd time. The real problem here is the damage, it does a lot, it may be only be able to cast twice at max in double succession, but it feels like hes honestly putting 3-4 on you in terms of damage.

he's getting a rework at some point in the future

Make rewind only lower the cd of the last used skill, not counting rewind. That way the player must decide, if they want to be a free GA every 30 secs, they can't use any other skill while cooling it down with rewind or else it won't lower the ult's cooldown. This way he won't be able to QWQ you while bringing his utility off cd as well. He may need buffs to compensate, but it would make Zilean less braindead to play.
