Lag Issues that are causing me to leave games ca't control

So I've been playing LoL a long time now and something that has started to happen recently is lag that disconnects me and when i reconnect disconnects me again. I've uninstalled and reinstalled and have even gone to my firewall and gone over EVERY little detail that i can control on my end of things. I cant control the lag, I sit at 66 ping and 30fps with my current setup. The lag seems to orginate from Riots end and has caused me to get leaverbusted twice now. 10 20 minute queue times. Please Riot help :3
