Kind of a big deal. The other buffs are nice and all but. Why nerf the W like that? Are you going to buff her base AS?
EDIT: Well it looks like they did buff her base AS to 0.645 which is about what is was (0.644) before 7.3 THANK YOU I hated that nerf. Made her clunky as hell.

that's why they're nice. I don't think she needed so much buffs. Nerfing her early W let her have possible buffs in other areas

Seems like they had to take some early power away somewhere to compensate for the early power they're giving her with Q and E, both are getting their rank 1 cooldown decreased and having their costs lowered (both early, one of them later ranks too).
And to be completely honest, Vi didn't need buffs, so any buffs have to be offset with nerfs to keep her power budget balanced.
I main Vi btw, and honestly these changes look great. It hits her where they need to hit most junglers right now, and it makes her more effective overall in other ways in the early game.
