Is Morgana's ult supposed to be applied even in zhonyas? Like I am in zhonyas form and she presses ult and shackles me anyway?

No. It's always been a thing. Because her R is not a channel (channels are things like Nunu's ult) and is a tether it will persist through Zhonyas.

That's the reason why Zhonya's is a core item on her.

No I mean when I use zhonyas as fizz she can still apply the tether to me (as in I press zhonyas and then she presses R while I'm frozen and it links to me anyway)

It keeps applying to me when I'm frozen solid., like the tether comes out of her and hits her.
