Teemo needs a buff

Teemo isn't really strong at this point maybe he needs a buff on his q for more dmg and blind time, his w for more speed for longer, his e for more dot, and his ult for more dmg and dot.

he needs a better W speed boost and the cooldown needs to be less. thats about it. and maybe his passive should allow him to move in stealth for few seconds

Teemo counters a number of strong top laners that effectively deter junglers if warded and shroomed effectively.

Those in higher elos seem to have a good time with him, I don't play him much so i won't disagree but I will say that a buff to teemo would make peoples lives hell.

i think its quite the opposite. hes good in low elo but bad in higher elo where people actually think a little.
