Suggestion on Skarner's passive

Not sure if the idea is proposed but, I really like skarner, but I dont necessarily like playing him in the Jungle as much as I like playing him in lane, despite his passive having no use to him in lane. I feel like this is a problem since, hes one of the only champions who has a passive that is useless to him while in a lane. Even Ivern can use his passive by setting up a camp, and coming back to it later. skarner has to remain at specific spots in order to take advantage of his passive, which is, quite lame considering those places on the map are extremely limited.

What i propose is an idea that would allow Skarner to encroach areas on the map with his passive, Azir style. I suggest allowing Skarner to create zones in places where towers have been destroyed, similarly to how azir can make towers. I can even work on the same cool down if necessary or even be temporary. The zones dont have to provide gold, just an opportunity for skarner to make zones in areas where there were towers.

If skarner is behind, this provides him with a way to not be completely useless as he would get some sort of benefit from being inside of his zones, while a skarner that is ahead can have better pushing potential. because enemies can also take over the zones, this wont mean that skarner will always have an advantage, but it gives him a chance while he at least is able to protect his zone. thoughts?
